ABSTRACT

Los Angeles County, the largest and most populated county in the United States, has successfully developed an operational model that joins public law enforcement and private security resources to provide a safe environment for persons using and working in government facilities at a substantial savings to taxpayers. As will be documented, the cost of this same level of protection solely through the use of police offi cers would cost nearly $70 million more annually than the Los Angeles County Police model. Th e additional cost associated with a police offi cer-only force would negatively aff ect the county’s ability to address the funding requirements of other priority programs.
