ABSTRACT

Energy is the keystone of American life and prosperity as well as a vital component of environmental rehabilitation. The environment must be protected and the quality of life improved but, at the same time, economic stability must also be maintained. These two objectives will be prime factors in determining domestic and foreign policies for years to come. Since energy consumption is a major contributor to environmental pollution, decisions regarding energy policy alternatives require comprehensive environmental analysis. Environmental impact data must be developed for all aspects of an energy system and/or energy conservation program and must not be limited to separate components.
