Are safety and security in industrial systems antagonistic or complementary issues?

Issues addressed in this paper require a preliminary comment on definition of terms used. The term ‘‘safety’’ is understood as describing anoperational situation in which accidents due to technical hazards are avoided. The term ‘‘security’’ is understood as describing the absence of harmful or unwanted consequences due to malevolent action [25].
