ABSTRACT
Safety at sea is a very import ant problem in maritime transportation.
It is closely related to the existed hazards and risk. Hazard is understood as a premise of the occurrence of critical event in the uncertainty circumstances. Risk is a qualitatively or quantitatively expressed readiness too safer the consequences of particular decision made in the uncertainty circumstances, (Smalko Z. 2007a), (Smalko Z. 2007b).
