ABSTRACT

INTRODUCTION Apartheid resulted in a sharp contrast in South Africa in standard and number of “black” and “white” facilities. Now the post-apartheid era faces a dilemma. Re-acceptance to international sport on the one hand demands the development of facilities that conform with international standards. Burgeoning urbanization and associated social upliftment programmes on the other hand call for the establishment of grassroots facilities-both at a time when funds are exceptionally scarce and other priorities clamour for attention.
