ABSTRACT

INTRODUCTION Following the Hillsborough disaster on 15 April 1989, the Rt. Hon. Lord Justice Taylor was commissioned to carry out an Inquiry to make “recommendations about the needs of crowd control and safety at sports grounds”. As a result, the Taylor Report was published in January 1990. This thorough document made a number of clear recommendations for action necessary by stadia proprietors to minimise the likelihood of any further disaster. The most significant requirement was that standing capacity on terracing must be reduced and eventually eliminated for major English and Scottish football clubs and national stadia by August 1994. For all other designated grounds this requirement would be extended to August 1999.
