ABSTRACT
The Seveso Directive, which was enacted in the UK as the Control of Industrial Major Accident Hazard Regulations 1984 [1], requires inter alia that a site on which is stored more than specified quantities of certain hazardous materials shall have an on-site emergency plan. In most cases these plans had been in place for many years, because manufacturers had recognised their value in mitigating the effects of serious incidents.
