ABSTRACT Dangerous substances discharged to the environment are subject to different control measures depending on the receiving compartment-air, water or land. Following recommendations by the Royal Commission on Environmental Pollution for controls to be based on the “best practicable environmental option” having regard to inter-compartmental effects, the UK is adopting a policy of integrated pollution control (IPC) for selected chemicals (red list substances).
