ABSTRACT

A draft convention for the possible establishment of a new organization to be solely concerned with technical matters on shipping was drawn up in 1946, at the request of the United Nations Economic and Social Council (ECOSOC) and it was under the auspices of ECOSOC that a conference was held in Geneva in 1948. At the end of this conference the convention establishing the Inter-Governmental Maritime Consultative Organization (IMCO)* was finally adopted. Thus the United Nations in just two years managed to achieve something which had been a dream for more than half a century.
