ABSTRACT
To appreciate the problems of monitoring complex conditions it is useful to consider the concepts of measurement, diagnosis, and monitoring. Measurement is concerned with the quantification of extent by comparison with a standard. As such, it is reductionalist in nature being based upon addressing isolated and specific parameters to a high degree of accuracy.
