Conceptual Method According to the ISO 10006:2002, management of projects means the existence of the stages of projection, organization, attendance, control besides the accounts rcndered of all the aspects of a project and undoubtedly, the motivation of the persons when they were involved to reach the objectives of the project. Garrigou (1992), detines SAC - Situation of characteristic action as being the correspondence to the set of determinants of the structuring of the activity: the objectives of thc action; the involved people; the sources of information, the ways and necessary tools; the elements that delimit the action (time, environment quality criterion state of the tools, work enviroment); the relative elements to the conditions of night work, physical risks .. ) and what can have consequences to the health. Work coordinated by the sociotechnical , in the decade of 80, in order to understand and board the troubles found in the driving of many industrial projects, showed the frequent deficiencies up in the driving of project). The deficiencies from the lack of clear identification of the control of the entrepreneur (here he is the director of the factory) and of his person in charge (here he is the chief of project), up to the fragility in the dctinition of the objectives of the project. The weak presence of the entrepreneur and the defective association of the "users" in the project they complete the list of deficiencies. DANIELLOU (1992) In order for quality conceptions be produced, Daniellou (apud Falzon (2007» recommends some aspects: the leadership of the project: relation of entrepreneur and coordinator of project, interface between representative persistence; a clear definition of objectives social-technical; important actors involved in the project; and search of solutions for achievement of the established objectives. The managers of projects frequently talk about a "triple restriction" - aim, time and cost in the management of conflicting necessities of the project. The quality of the project is affected by the balancing of these three factors. Projects of high quality hand over the product, service or result asked inside the aim, in the term and inside the budget. The relation between these factors take place in such a way that ifsome oflhree factors change, at least another factor probably will be affected. The managers of projects also manage projects in reply to uncertainties. A risk of the project is an event or uncertain condition that, to take place. will have a positive or negative effect in at least one objective of the project. (Cuide PMBOK, 2004).
