ABSTRACT

I-Iuman Capital is defined as the collective knowledge; skills, talents capabilities, values and attitudes that people within an organization contribute operationally to its performance and productivity. Human Capital Assessment is increasingly important in the evaluation of any organization or human collective with a defined purpose. We contend that it is not only a high-value approach when used with open access to the subject organization and with the knowledge and cooperation of the subject organization, but might also be of significant value when utilized remotely for the evaluation of covert, clandestine and denied organizations, collectives and networks. A research design to establish that utility is proposed.
