18.1 Introduction As the chief executive of the nation’s government, America’s president heads two bureaucracies. Th e fi rst is a comparatively small one more personally accountable to him. Th e second is the large federal bureaucracy whose members can be subjected to constant pressures, not only from the White House but from countless interests throughout the political system.
