ABSTRACT
Water resources are unequally distributed around the globe, mostly because of climatic variations. Assessing the water budget is therefore a complicated task because it is theoretically impossible to measure all the contributions, losses, and changes in the water reserves, especially on a global scale. So although we supposedly understand the water system, the actual calculation is a daunting exercise, and essentially academic (Margat and Tiercelin, 1998).
