ABSTRACT
As previously noted, it is not easy to assess the water budget on a country scale because it is hard to quantify all the flows and the volumes of the water reservoirs. This is partly due to the fact that the borders of watersheds and especially of underground reservoirs rarely coincide with political boundaries. In addition, the scales being measured are generally fairly large and induce measurement errors, which has a direct effect on the estimation of the total water budget.
