ABSTRACT
EPC: I was in the military for 47 years. In the army I reached the rank of general. My rst contact with the work of the police forces was when I was part of the Seventh Battalion, in the state of Veracruz, and I was notied that I would be in charge of the police forces of the city of Poza Rica. At that time, in the 60s, I realized that no resources were given to the police; the police had to generate their own resources, which were obtained in an illicit way. e government used to buy patrol cars but police ocers had to bribe in order to maintain them. at was probably because at that time we used to live in a society that did not need police.
