ABSTRACT
Ragnar L. Auglend was born in 1949. He nished his law degree in 1975 and has since added to his educational capital by taking various courses on specic aspects of policing, as well as on organizational development and management (for instance, courses oered by the Norwegian Armed Forces and the Norwegian National Defense College).
