ABSTRACT
Kobe it is messy and developed in one main direction. Furthermore, Kobe is located between the sea and the mountains with few transversal connections and accesses from the outside; furthermore its ancient core is characterized by a dense texture of little and scarcely accessible alleys. These two different urban patterns determined different conditions of accessibility for the rescue teams.
