ABSTRACT

Kyoto politics in Canada has an interesting, yet turbulent history. Canada has shown its eagerness to embrace a global environmental agreement, but it has failed to translate that eagerness into concrete public policy. One of the reasons for this is related to the style of government decisionmaking employed in Canada. Analyzing government decision-making provides an opportunity to understand why the country has struggled with environmental policy related to climate change and how a change in approach might provide for a lasting policy solution.
