ABSTRACT
The ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC) is to stabilize atmospheric concentrations of greenhouse gases “at a level that would prevent dangerous anthropogenic interference with the climate system.” This exact level and the timeframe to achieve stabilization have been left undecided, but should “be sufficient to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner.” To reach such an objective, the Kyoto Protocol is at best a beginning. New steps will be needed.
