Under the title “Watershed Approach to Water Quality Management’’, those responsible for the Water Program of Texas A&M University AgriLIFE present in their homepage a picture that shows well the circle of issues around which the present chapter revolves (Figure 1; Texas A&M). The picture shows that groundwater quality management starts in the circle with planning management goals and comes back with implementing the tasks. In the present chapter, the circular sequence of this picture is interpreted from a scientific perspective.
