ABSTRACT

As the themes for this text specify, policing is, at its core, a people business, and this seems unlikely to change within the time frame considered in this volume. As a people business, policing will also remain a task primarily concerned with street-level operations carried out by uniformed patrol personnel. ‚is will certainly remain true in small and medium-sized agencies, where larger proportions of the sworn sta˜ are assigned to patrol duties (Reaves 2007). ‚ough the focus of this text is police leadership, it would be shortsighted not to provide a detailed discussion of future trends and changes likely to in¦uence patrol operations “on the beat.” ‚e majority of sworn personnel being led in almost all agencies perform the core function of the organization within its jurisdiction.
