ABSTRACT
It is based on interviews conducted in Nigeria and a desk study covering academic literature, NGO and newspaper reports and official documents. The interviews were held in Abuja and Lagos over a period of two weeks in October/ November 2009. The author conducted about 25 semi-structured interviews with representatives from government, NGOs, research institutes, oil companies and international agencies.
