EUROCONTROL, the European Organisation for the Safety of Air Navigation, is undertaking a programme to assess the safety culture within European air navigation service providers (ANSPs), using a method comprising questionnaires and workshops with representative personnel. The questionnaire has been under development for several years and has now been applied to 15ANSPs.As such there is significant experience of the performance of the questionnaire items. This paper reports on a review of the questionnaire items in light of statistical modelling and practical experience.
