1 INTRODUCTION

Usually, the reinforcement of reinforced concrete structures is well protected against corrosion by a dense and pore free oxide layer, the so called passive layer that forms on the steel surface in the highly alkaline environment, which is provided by the surrounding concrete. This layer has only a thickness of a few nanometres but it almost completely suppresses the anodic dissolution of iron (1).
