ABSTRACT
After action reports and studies of catastrophic disasters have identified the need to provide additional information in Emergency Operations Center (EOC) management. Although terrorist incidents have been less common than catastrophic natural disasters, effective EOC management is perhaps more critical for the management of terrorist incidents than for even the most catastrophic natural disasters because the stakes are, potentially, much greater.
