ABSTRACT
Power and Purpose As the second decade of the twenty-first century dawns, the biggest challenge for emergency managers is the need to modify long-standing philosophies on how citizens are communicated with regarding emergency preparedness and management issues that might affect them. This communication includes pre-event preparedness and planning as well as responsive crisis communications necessary during the emergency or disaster.
