ABSTRACT

In 1999, e Canadian Chairmanship of the Security Council provided an important opportunity for addressing the thematic issue of civilians in armed con¸icts. In addition, the Chairman also brought the issue of human security to the Council’s agenda. Children in armed con¸icts, the issue of child soldiers became long-term conceptual and policy preoccupations of the Security Council, thus moving it from crisis management to the formulation of general policies for the international community. Several presidencies of the Security Council started a longer-term approach to the policy-making

and norm-setting agenda. Over the past ten years more than twenty resolutions and numerous Statements by the President of the Security Council were adopted on issues of civilians, women and children in armed con¸ictxiii.
