ABSTRACT
The objective of this paper is to demonstrate how the NOEM and a set of decision analytics can be used to investigate potential unstable national or regional conditions and potential policies that can be implemented to resolve the problems. We begin our discussion with an overview of the NOEM components. We then discuss the overall decision process and introduce an example as a use case. We conclude the paper by demonstrating how the tools discussed are used by providing results for our use case.
