ABSTRACT

I. SYNOPSIS A. Boundaries of the Investigation This study focuses on structures and processes for nuclear force decision-making, particularly scientific advice that is manifested in policy. The selected case study is the Aircraft Nuclear Propulsion (ANP) Project. The substantive concern is with the relationship of scientists to the government, both civilian and military officials, during the formative era for U.S. nuclear policy. Thus, the core research question is this: What role did nuclear experts play in executive branch, nuclearrelated decisions during the crucial, initial phase of development for weapons of mass destruction?
