ABSTRACT

Transport problems, such as congestion, pollution and accidents, are a cause of widespread public concern. Recent surveys have indicated that 70 per cent of UK residents rate peak traffic conditions as bad, and 60 per cent of EU residents consider the consequences of car traffic in urban areas unsatisfactory.1 , 2 Delays in transport are also a serious problem for industry. A study by the Confederation of British Industry suggested that congestion on the roads costs the UK some £15 billion each year.3
