ABSTRACT
ABSTRACT: This article aims at demonstrating the interest of the resilience approach in risk management and urban planning. We first describe the French regulatory framework in risk management, the latest evolutions and its drawbacks in making cities both resilient and sustainable. Indeed, we argue that local authorities lack technical skills, organizational powers and resilience culture in promoting an integrated management though the latest French and European strategies are pushing in this direction. Given this context, the Resilis project, funded by the French National Research Agency and lead by Egis, aims at providing a new offer for municipalities willing to assess and improve their territory’s resilience. The last part of this article thus describes the method and tools developed to help local authorities in meeting the need for an integrated management of resilient cities.
