ABSTRACT: This paper presents the concept of resilience and more specifically the concept of resilience engineering developed in the context of a governmental approach to assess resilience. This approach is part of an overall consequences-based methodology for studying systems in terms of users and providers of resources that aims at identifying the consequences of the outage of a resource on the systems. This approach also allowed including the concepts of dependence and interdependence between systems, which is a key concept in the perspective of evaluating their resilience.
