ABSTRACT
During the last review, a Binational Agreement Review Committee (ARC) was formed to lead and coordinate the 2007 review and a Review Report was prepared, and submitted to the BEC, synthesizing the key fi ndings, results and recommendations that were gleaned from a series of review working groups and a workshop on the Agreement’s governance and institutions.
