ABSTRACT
The Shorter Oxford English Dictionary includes in its definition of risk ‘danger, exposure to the possibility of loss, injury, or other adverse circumstances’. It also includes the concept of ‘a person considered to be a liability or danger or a person exposed to risk’. The definition of danger is similar but also emphasizes the concepts of power and jurisdiction.
