ABSTRACT
Arguably, one of the most important features of the last century of the second millennium was the increasing importance of the welfare of children and adolescents in society. Now, in the twenty-first century, education, social care and healthcare for young people remain central political and societal issues in the UK about which most of us have opinions. Yet, this is an arena of paradox.
