ABSTRACT

Improved methods to address uncertainties and to incorporate probabilistic factors in the framework are needed for decision support, coupled with visualization and gaming capabilities. The external environment is perhaps the most difficult challenge in this regard. Understanding the dynamic behaviors of the enterprise is essential to planning and managing the acquisition and implementation of transformational systems and technologies to improve mission and business performance. Calibration, validation, and application may be best accomplished for specific agency planning and program management use through an integrated gaming facility supported by a diverse set of descriptive, prescriptive, and predictive models with a core state- space representation. Significant effort must be devoted to characterizing potential emergent behaviors in a complex enterprise system of systems. The value of dynamic enterprise modeling and simulation and quantitative methods is clear. Quantification is important where feasible and where data can be estimated.
