ABSTRACT

In the following sections, this paper will provide a brief description of the formal characteristics of the PNP and the eorts to introduce community policing in the Philippines. It will then highlight the challenges of implementing community policing in light of the formal characteristics of the PNP and the Philippine sociocultural context. Given these challenges, the paper will highlight the barangay tanod, an indigenous form of policing that is consistent with the tenets of community policing.
