ABSTRACT

Reciprocity, mutually acceptable certification among regions and=or primacy States, is strongly endorsed by EPA as a highly desirable element in the certification program for drinking water laboratories. EPA also believes that use of a third-party auditing agent by more than one State could promote reciprocity. (See Appendix D.)

States are encouraged to adopt provisions in their laws and regulations to permit reciprocity. Even though ultimate responsibility for reciprocal certification resides with the regions and primacy States, the States may ask for the assistance of EPA in cases involving clarification of what should be considered in a reciprocal agreement. Such requests should be submitted to the region or the OGWDW through the region.
