ABSTRACT

Public administration has long been seen as the government’s executive mechanism. With this in mind, Gérard Bergeron proposed an analytical model of the state that is quite revealing. Bergeron suggested viewing the government as having an “imperation” role (from the Latin word imperere, which means “giving orders”) toward the administration, with the administration part of an executive function in relation to the government (Bergeron 1993).
