ABSTRACT

Arcade is a picturesque 1880s-type country community. e buildings have false fronts and trees planted along the main street running through the center of town. e town could be an ideal setting for a Mark Twain Tom Sawyer adventure, right down to the whitewashed picket fences in front of the old Victorian houses lining the streets. e feeling one gets is that this place could be straight from Mayberry, RFD.*

e New York State speed limit in that area is a posted y miles per hour. Just a few feet from the village line I saw the y mile per hour speed limit sign posted very clear and easily visible. Approximately two car lengths beyond that sign was a sign saying, “Welcome to Arcade Speed Limit 25 miles per hour.” At the same time as I saw that sign, I happened to see an Arcade police patrol car parked to the side in the parking lot of a hardware store. ere were no other cars parked on the street or in sight. I let o my accelerator and touched the brake pedal to slow down to twenty-ve from the y I was going. Within a block I saw the red lights of the police car pulling me over.
