ABSTRACT

At the close of the first decade of the 21st century, bureaucracy found itself in what could be called a geometrical dilemma. Bureaucracy is an inherently hierarchical and pyramidal entity that needs to adapt to what Friedman calls a flat world. [1] This contemporary paradox can be seen as the modern manifestation of the traditional problem of democracy relying on an inherently non-democratic bureaucracy to organize the delivery of public goods and services.
