From agreement via legislation to implementation – will the climate and energy package deliver until 2020?

The European Union (EU) has established a set of targets for renewable energy, energy efficiency and reduction of greenhouse gas emissions for the year 2020.Whilst the transposition and implementation are work in progress one can assume that the political frameworks on EU and national levels are in the first place able to deliver those 2020 targets. However, a wide spread lack of ambition leads to the conclusion that all three targets are still under threat.
