ABSTRACT

The essence of the criteria risk analysis presented in this contribution is the definition of criteria that are divided into three basic groups related to the generally valid relational quantities of risk calculation, i.e. vulnerability, dangerousness and measures. It is a case of criteria related to the assessment of the level of vulnerability of facilities for electricity generation and transmission, criteria related to the assessment of the level of dangerousness of threats and criteria related to the assessment of the level of security measures. In addition to these criteria, the article also presents mathematical relations that were defined to calculate the level of risk for specific facilities using the above-mentioned criteria. The contribution is concluded with presenting a 3D risk matrix which is based on a linear shift of a standard risk matrix (likelihood and consequence), depending on the level of presumed security measures.
