ABSTRACT

The aim of this paper is to explore the implementation of the ISM code and the possible relations to safety culture. The ISM code is designed to create a safety oriented culture in the industry through the establisment of Safety Management Systems (SMSs). The empirical basis is a broad qualitative interview study in a Norwegian context, which involves maritime regulators, ship-owners’ offices and seafarers on high speed crafts. SMSs seem to have been implemented on a broad basis, and contributed to a bureaucratic culture. The SMSs have introduced new procedures, regularity of emergency training, a systematic approach to qualifications and possibilities for reporting of anomalies, features that are meant to stimulate to safe and competent work practices. Our interviews also give reason to assume that the introduction of SMSs has given some positive influence on safety awareness, both for administrators and crews.
