ABSTRACT
ABSTRACT: Urban operation system is a typical time-varying system with control function. Urban structure is constantly changing with time, and the functions of urban operation were achieved through the urban system structure under the environment, people’s activity and other time-varying factors. The primary impact factors on time-varying structure of urban operation and central time-varying effects were deeply discussed. The safety guarantee measures were proposed from the three aspects of planning and construction, operation management, emergency management, which are the improvement of configuration robustness, the monitoring and influence analysis of time-varying action, and the optimal decision-making of emergency management.
