ABSTRACT: A lot of large disasters frequently occur all over the world. In such a risky society, risk management is absolutely necessary, in particular for modern China as a biggest developing country. This paper firstly discusses the concept of urban resilience whose goal is to shape “culture of resilience” to the largest extent to reduce urban risk. Urban resilience includes wide and diverse sides such as engineering, physical, and social-economic dimensions. Secondly, summarizing the legislation system and current programs for Chinese urban resilience, it is found that Chinese central governments are paying more and more attentions to urban resilience through a lot of legislations and programs even if not using the same words. Thirdly and finally, the work to improve urban resilience has to be done step by step, little by little through the efforts of all people by introducing one practice of resilient city planning in Shenzhen city, China.
