ABSTRACT

The risks facing victims and some witnesses of honor-based violence (HBV) should not be underestimated and, as stated in previous chapters, this can include a significant risk of serious physical assault and even homicide. Adequate risk assessment and management, therefore, is crucial when investigating HBV-related offenses in order to prevent this. Indeed, it is perhaps not overstating the issue to suggest that, because of the high risk of death facing victims of HBV, any law enforcement investigation or enquiry by another agency into an honor-based violence matter should be seen as homicide prevention.
