ABSTRACT

The most lethal form of terrorism that India has ever witnessed has risen in the state of Jammu and Kashmir. More than 30,000 people, including civilians, terrorists, police, and army soldiers, have died there since the terrorist campaign began in 1989 (Yahoo!Groups, 2001). After 13 years of stern police and military action, this movement remained alive and dangerous and still attracts a number of Muslim youth of the state. Terrorists frequently strike with lethal effect, occasionally at well-defended targets.
