ABSTRACT

Judge Winston P. Bethel is a retired chief magistrate judge of DeKalb County, Georgia, where he served as a judge for 25 years. Judge Bethel holds a Bachelor of Applied Studies from Mercer University, a Master of Arts in Sociology from the University of West Georgia, a Juris Doctor from the John Marshall Law School, and a Master of Laws from the Woodrow Wilson College of Law. During his tenure on the bench, he was instrumental in the development and implementation of several innovative initiatives that were grounded in the philosophy of therapeutic jurisprudence. He has given over 20 professional presentations directly related to this judicial philosophy and served as a grant peer reviewer for several Substance Abuse and Mental Health Services Administration (SAMHSA) grant applications on jail diversion and reentry.
